At the end of the 19th century and the beginning of the 20th century, local capitalists in the fishing industry took over the large fields along the Kura River. Haji Zeynalabdin Taghiyev leases the land in Banke settlement for a long time. In 1898, the administrative building of the Banka Fish Combine was built. This building was named after Taghiyev until the establishment of Soviet power in Azerbaijan, and later after Sergey Kirov. During its operation, the plant became famous all over the world for its fish and caviar.

After Azerbaijan regained its independence, the combine operated until 1996. Currently, the building is registered as an architectural monument of national importance.
